China’s Ministry of Commerce and the European Commission held the second meeting of the EU-China Trade and Investment Consultations in Beijing on 8–9 October 2026. The deliverables cover trade and investment balancing, export controls, intellectual property and WTO reform. A buyer or importer should map a relevant line to a product, supplier, controlling document and next trigger—not treat the list as an implemented concession.
Update checked 13 October 2026
MOFCOM’s 12 October Q&A adds the first published numerical baseline and principles for the hybrid-vehicle understanding. It says EU imports of hybrid vehicles from China were 107,000 in 2024 and 302,000 in 2025; the arrangement builds upward from the 2025 level and follows factual grounding, non-discrimination and WTO consistency. The public material still gives no total formula, growth rate, company or model allocation, duration or EU implementing procedure. The 302,000 figure is an EU-wide import statistic, not a company quota.
Update checked 12 October 2026
MOFCOM’s Europe Department published a China-side official interpretation on 10 October. It says the EU side will advance EV price-undertaking and review procedures, continue work on priority dual-use licence cases and consider possible facilitation for China; the two sides also said they would support and substantively start mutual delisting processes within their respective legal frameworks. These statements clarify procedural stages. They are not EU legislation, a licence, a review outcome or a list of entities already removed.
Start with one boundary
This is an intergovernmental consultation outcome and follow-up list. Unless a formal measure, guidance, licence or case decision applies, it does not by itself lower a tariff, open market access, qualify a project for finance or approve an export-control licence.
1. Label the stage before the opportunity
| Published wording | What it establishes | What it does not establish |
|---|---|---|
| Continue exploring lower tariffs on certain goods | The issue remains on the agenda | A product list, rate or effective date |
| Technical dialogue or follow-up consultation | A channel for further work | Removal of a market-access restriction |
| Green channel or facilitation for priority cases | Possible procedural support | Automatic licence approval |
| Understanding on hybrid vehicle trade | An understanding was reported | Product-level treatment without the applicable text |
Combining different maturity levels under a single “implemented deal” label creates poor procurement, compliance and contract assumptions.
2. Map only items connected to a real case
The list refers to hybrid vehicles, EV price undertakings, medical devices, agri-food products, computer reservation systems, cosmetics and medicines, the EU Foreign Subsidies Regulation, inverter financing guidance, rare-earth and permanent-magnet licences, dual-use cases, intellectual property and WTO reform.
Ask whether there is a matching product, market, supplier or customer; an active licence, tender, financing or review procedure; and a named internal owner. If there is no link, keep the item as “not applicable—monitor”.
3. Build a five-field issue record
| Field | Owner | Required evidence and output |
|---|---|---|
| Product, supplier, market and project | Procurement or project owner | Use specifications, supplier facts and project status to confirm real applicability. |
| Consultation line | Policy or compliance owner | Keep the joint statement wording, source and publication date. |
| Current stage | Legal or compliance reviewer | Use the controlling measure, guidance, licence or case document to separate a signal from treatment. |
| Action or wait condition | Business owner | Record the gap, external confirmer and next step. |
| Review trigger | Record owner | Link the publication, meeting or case milestone that permits an evidence-based update. |
The tracker supports handoff and review. It does not make a tariff classification, import declaration, export-control or regulatory decision. Keep unknowns visible with an owner.
4. Find the controlling document
Tariffs and trade remedies
“Continue exploring” does not replace the current tariff schedule, trade-remedy measure, EV price-undertaking procedure or review document. A landed-cost model still needs product classification, origin, active measures, import date and importer confirmation.
Market access
Medical devices, agri-food, cosmetics and medicines involve different authorities, registrations, risk assessments and country conditions. The consultation outcome is a lead, not the product-level access record.
Export controls
The rare-earth and permanent-magnet green channel and facilitation for priority dual-use cases concern process and predictability. Classification, end user, end use, licence scope and conditions still require review.
EU FSR and financing
The two sides agreed to technical dialogue on the Foreign Subsidies Regulation and further discussion on inverter financing guidance. Companies in an EU tender, concentration or financing process should keep applying current rules until an applicable document changes the position.
5. Give suppliers a conditional request
A buyer can write: “The second EU-China consultation has placed this issue in a follow-up workstream. The public outcome does not yet establish a tariff, market-access or licensing result for this product or project. Please provide the product facts and current approval or licence record. We will update treatment only when the competent party confirms the applicable document.”
6. Set triggers and preserve the previous version
The joint statement schedules a ministerial video meeting in January 2027 and the third consultation meeting in March 2027. An earlier formal regulation, guidance, price-undertaking or review document, licence, tender record or case decision can also trigger a targeted update.
Record the new evidence, which conclusion changed, what remained unchanged, the confirmer and the update date. Preserve the prior version.
Facts, analysis and unknowns
Source facts: the consultation produced a list of deliverables; MOFCOM later said the hybrid-vehicle arrangement builds upward from 302,000 EU imports from China in 2025 and follows factual grounding, non-discrimination and WTO consistency. CZ Overseas analysis: buyers and suppliers should convert relevant lines into product-level records and keep an EU-wide statistic separate from any company treatment. Unknown: the total formula, growth rate, company and model allocation, duration, tariff treatment and implementing documents remain unresolved in the published material reviewed.
Primary sources: the MOFCOM joint statement and deliverables, MOFCOM meeting note, the European Commission meeting record and the Commission statement entry, and the MOFCOM Europe Department interpretation of 10 October and MOFCOM’s 12 October hybrid and electric vehicle Q&A. The original outcomes were published on 9 October; this update was checked on 13 October 2026.
Frequently asked questions
Do the outcomes mean tariffs on selected goods have already fallen?
No. The list says the two sides will continue exploring the possibility. Keep using the currently applicable tariff and controlling documents until a formal measure applies.
Does a green channel mean an export-control licence is automatically approved?
No. Procedural facilitation does not replace classification, end-user and end-use review, licence conditions or the competent authority’s decision.
Does a complete internal file prove implementation?
No. It makes the issue reviewable. A business conclusion still needs the controlling measure and confirmation from the responsible importer, licensing party or authority.
What this lets readers complete
European buyers and import teams can turn a broad consultation outcome into a supplier-specific evidence request. Chinese manufacturers can assign product, licence and document owners without claiming that a benefit has taken effect. Both sides avoid treating “continue exploring” as an implemented concession.
