Certificate of Origin From China: 8 Checks Before Claiming Tariff Preference

Identify the purpose, trade arrangement and product-specific origin rule before asking a Chinese supplier for “a CO.” Similar document names do not create the same customs result.

A certificate of origin does not simply prove that goods were shipped from China. Customs authorities distinguish preferential origin, which may support a lower duty under a trade arrangement, from non-preferential origin used for other trade-policy and commercial purposes. The accepted proof and origin test depend on the destination, arrangement and product.

1. Confirm the import purpose and trade arrangement

Record the destination, importer, expected entry date and reason for the request. A preference claim requires an applicable arrangement and its procedures. A bank, customer or regulator may instead request non-preferential evidence for a different purpose.

2. Freeze the product description and HS classification

Align the English description, model, material, use and proposed HS code. Product-specific origin rules are linked to tariff classification. Similar product names can lead to different rules when material, function or code changes. The importer or qualified broker should confirm the actual classification.

3. Test the product-specific origin rule

Wholly obtained goods and manufactured goods containing non-originating materials follow different tests. The applicable arrangement may require a tariff-classification change, regional value content, specified processing or another rule. Repacking, relabelling or simple assembly does not automatically create preferential origin.

4. Collect evidence for originating status

Depending on the rule, retain the bill of materials, supplier evidence, production records, invoices, process information and calculations. China's certificate rules require truthful application data and commercial invoices or other material supporting the claimed origin. The evidence should connect the exported lot to the rule being used.

5. Use the proof method accepted by the arrangement

Arrangements may use an authority-issued certificate, an approved or registered exporter's statement, another exporter declaration, or importer knowledge. Issuer, wording, value threshold and validity period can differ. A proof used for one destination should not be copied to another without checking the governing arrangement.

6. Reconcile proof with commercial documents

Compare exporter, producer, consignee, invoice number and date, transport mode, packages, weight, description, HS code, origin criterion and destination. Documents do not need identical layouts, but key facts must not conflict. Use the shipping documents checklist to control the version set.

7. Control issuance, delivery and import-claim timing

Record the applicant, issuing authority or declarant, application date, status, delivery format, importer recipient and claim deadline. If retrospective issue, replacement or correction is needed, follow the arrangement's procedure rather than editing an issued document.

8. Plan for verification or loss of preference

Import customs may verify origin. If the proof is invalid, facts conflict or the product does not satisfy the rule, the importer may have to pay the ordinary rate. Quotes and contracts should state that preference depends on qualifying goods, acceptable proof and a valid import claim.

Frequently asked questions

Does a non-preferential certificate automatically support a tariff preference claim?

No. Confirm the arrangement, originating status and accepted proof method.

Is a product made in China automatically of Chinese preferential origin?

Not always. Imported materials may trigger a product-specific rule and supporting calculation.

Does valid proof guarantee lower duty?

No. The importer must make a valid claim, and customs may verify the goods and records.

Need to place origin evidence into the order workflow?
